Capital Region of Denmark to put an end to conventional transport planning

​A new plan from the Capital Region of Denmark will make space for 20% more commuters in 2035 by combining the train, bus, light railway, metro and bicycle with private car-share schemes and car pools.


​- We have to break down the barriers and think innovatively, if we want to make it easier for commuters in the Greater Copenhagen area to move from driving alone behind the wheel of a car to using public transport or a bicycle.

- When people have to move between their job, education, leisure activities and school, one-sided focus on either trains and buses or roads and cars makes no sense. We each have our own transport needs to make our life run smoothly,” said Sophie Hæstorp Andersen (Social Democrats).

According to the Region's new transport and mobility plan and its underlying analyses, there is the prospect of us wasting twice as much time on the roads and of severe pressure on public transport. 

There are too many cancellations, and bus and train services find it difficult to keep to timetables. The challenge is the ever-increasing numbers of passengers in the central municipalities in the Capital Region of Denmark, while commuters from fringe municipalities and from the rest of Zealand and southern Sweden often take their car into Copenhagen and its suburbs.

The Capital Region of Denmark aims to reverse these trends and therefore the Region has adopted a vision for the many daily commuters into and out of the Region, so they can avoid wasting unnecessary time on transport.

Five new strategic initiatives will pave the way

In order to exploit the entire transport system more optimally and to promote greener transport, the Capital Region of Denmark has designated five specific strategic development areas:

  • Public transport of the future as a more popular first choice
  • More commuters on bikes
  • Cohesive transport hubs
  • Traffic information and mobility services focussing on the user
  • Attractive share schemes
We want to break with traditional planning philosophies and focus on better exploiting our overall transport system by intervening where we see the potentials to get more people to change to public transport that offers several different combinations other than just changing between bus and train,“ said committee chairperson Jens Mandrup (Danish Socialist People’s Party).

Like other international metropolises, the Capital Region of Denmark must be able to offer more flexible public transport solutions that adapt to the transport needs of the individual. 

Therefore, the plan aims at enhancing public transport with different combinations of car-share schemes, taxi services, car-pooling and bicycle facilities, and stations and bus stops around the region will be designed to accommodate this. 

Furthermore, the Capital Region of Denmark sees good opportunities to strengthen traditional public transport by bus, train, light railway and metro via good traffic hubs, where transport companies work closer with private transport players and different transport services to develop a cohesive system that makes public transport more attractive than it is today.

The plan has been realised in close dialogue with the Greater Copenhagen municipalities, transport companies and a number of other players. This collaboration will continue and be expanded so that the plan can form the basis for setting up partnerships between public players. Furthermore, private players will be invited to help develop the solutions of the future.
